H.E. Ms. Gulshara Abdykalikova, a PhD graduate in Economics from the Republic of Kazakhstan, has held several senior positions in past years Including Vice Minister and Minister of Labor and Social Protection, Advisor to the President, Deputy Prime Minister and Secretary of State of the Republic of Kazakhstan. Starting from August 2019 she is the Chairperson of the Committee for Social and Cultural Development in the Mazhilis (one of two Chambers) of the Parliament of the Republic of Kazakhstan and Chairperson of the National Commission for Women and Family Demographic Policy under the President of the Republic of Kazakhstan.

Under her leadership a visionary political document – the Concept of Family and Gender Policy 2017-2030 - was developed and approved for the first time by the President of the Republic of Kazakhstan. It contains strategies on improving the Family Institution, promoting Gender Equality, Sexual and Reproductive Health and Combating Gender Based Violence.
