To complete the unfinished business of the ICPD agenda and achieve ambitious Sustainable Development Goals (SGDs) by 2030, Vietnam commit using national budget processes, increasing domestic financing and exploring new and innovative financing instruments and structures to ensure full, effective and accelerated implementation of the ICPD Programme of Action.

To complete the unfinished business of the ICPD agenda and achieve ambitious Sustainable Development Goals (SGDs) by 2030, we commit to intensify our efforts for the effective implementation and sufficient funding for the ICPD PoA and SDGs to ensure zero sexual- and gender-based violence and harmful practices against women and girls by 2030 in order to realize all individuals’ potential as agents of change in their society – both socially and economically
(5) (a) Zero sexual and gender-based violence and harmful practices, including zero child, early and forced marriage, as well as zero female genital mutilation; and (b) Elimination of all forms of discrimination against all women and girls, in order to realize all individuals’ full socio-economic potential.
Ensuring access for adolescents and youth to comprehensive and age-appropriate information, education and adolescent-friendly comprehensive, quality and timely services to be able to make informed choices about their sexuality and reproductive lives, to adequately protect themselves from unintended pregnancies, gender-based violence, sexually transmitted infections and HIV/AIDS, cervical cancer prevention and to be able to transition safely and happily into adulthood.
(4) Access for all adolescents and youth, especially girls, to comprehensive and age-responsive information, education and adolescent-friendly comprehensive, quality and timely services to be able to make free and informed decisions and choices about their sexuality and reproductive lives, to adequately protect themselves from unintended pregnancies, all forms of sexual and gender-based violence and harmful practices, sexually transmitted infections, including HIV/AIDS, to facilitate a safe transition into adulthood.
Vietnam commits evidenced and human rights based policies and guidelines to achieve zero preventable maternal deaths, and maternal morbidities, by integrating a comprehensive approach of the essential sexual and reproductive health package, including measures for preventing and avoiding unsafe abortions, and post-abortion care, into national UHC strategies, policies and programmes, and to protect and ensure all individuals’ right.
(3) Zero preventable maternal deaths and maternal morbidities, such as obstetric fistulas, by, inter alia, integrating a comprehensive package of sexual and reproductive health interventions, including access to safe abortion to the full extent of the law, measures for preventing and avoiding unsafe abortions, and for the provision of post-abortion care, into national UHC strategies, policies and programmes, and to protect and ensure all individuals’ right to bodily integrity, autonomy and reproductive rights, and to provide access to essential services in support of these rights.
Over the past 25 years, Viet Nam has made considerable achievement in implementing ICPD’s priorities. To complete the unfinished business of the ICPD agenda and achieve ambitious Sustainable Development Goals (SGDs) by 2030, we commit to intensify our efforts for the effective implementation and sufficient funding to ensure the zero unmet need for family planning information and services.

We are committed to empower the girls in realization of their potential and power that cannot be defined by gender. Through advocacy and training of trainers.

This Declaration was adopted during the African and Asian Parliamentarians’ Meeting on Population and Development for ICPD+25 on 5-8 August 2019 in Tanzania. APDA is ready to submit the copy of this declaration at Nairobi Summit.

Declaration of Commitments were adopted during Arab and Asian Parliamentarians Meeting in Morocco on September 19th, 2019; and African Asian Parliamentarians Meeting in Tanzania on August 6.
