Increase domestic funding and explore new innovative funding instruments and structures
Commitment description:To ensure the comprehensive implementation of the ICPD Programme of Action, the State is committed to: Carrying out a study in 2020 – based on national health accounts – to assess actual investment needs and expenditure requirements for the implementation of SRH policies and programmes. Assessing the cost of violence against women, based on a study carried out in 2020, in order to better quantify return on investment; Implementing annual budget planning in a collaborative and transparent manner between the ministries concerned with SRH, according to their involvement and action, as stated in the strategy's programme of action; Setting up a mechanism in order to monitor budgets allocated to the ICPD Programme of Action Developing South-South cooperation in collaboration with the ICPD. Implementing the national foundation for social protection, with one of its four pillars being universal health coverage. Gradually ensuring, in the finance acts: -The extension of AMG, which will benefit unemployed people from 2022, in order to meet the constitutional obligation to ensure the right to health; -Increased coverage of the National Assistance Programme to Families in Need (PNAFN) in order to guarantee a minimum income(MI) for poor people; -The reactivation of the public health support fund by widening its funding sources and fields of action.
