Samoa Government Official National Commitment Statement for the ICPD25, Nariobi Summit
Commitment description:The Government of Samoa reaffirms its commitment to the ICPD of 1994 Programme of Action.We recognize the importance of the ICPD Programme of Action and the fundamental role of ensuring universal health coverage to achieving the SDGs.
Samoa reaffirms its commitment to achieving universal access to SRHR as part of efforts to realize UHC, by strengthening focus on people and communities through a revitalized Primary Health Care approach. We recognise that an integrated multi-sectoral approach and strengthening political will, is needed to change social norms, laws and policies to uphold SRHR. We also recognise the importance of strengthening national statistical systems to provide timely and accurate data to measure progress of the ICPD Agenda. This recognition is reflected through our commitment to fully realize the implementation of the National Population Action Plan across all sectors by 2021 and the Health Sector Plan in 2029.
However challenges remain in addressing gaps in maternal and child health, gender equality and in realizing the 2030 Agenda. The trend in adolescent birth rates and unmet need for family planning shows a track towards the right direction though much work is still needed to continue and sustain positive trends and also to progress further the ICPD Agenda.
The Government of Samoa will commit to: Move towards zero unmet need for family planning. Move towards zero preventable maternal deaths. Move towards zero sexual and gender-based violence, including zero child early marriage. Move towards safeguarding access for adolescents and youth to access comprehensive and age appropriate information, education and adolescent friendly FLE.
To conclude, the Government of Samoa reaffirms its political will to strengthen financing systems and mobilize the required financing from domestic sources and official development aid to accelerate implementation of the ICPD Programme of Action and sustain progress towards SDGs 2030.
