How Norway commits to deliver on the ICPD PoA nationally
Commitment description:In addition to Norway's main pledge, the Norwegian Government has more than halved the number of unwanted pregnancies among women in the youngest age group during the last decade and has currently the lowest rate of unwanted pregnancies/abortions ever registered (since 1979). This results from measures such as;
• All municipalities in Norway are required by law to provide a maternal and child health centre and school health services that are responsible for the follow-up of children and young people up to the age of 20, as well as maternal and postnatal check-ups.
• Subsidised hormonal contraceptives for youth between the ages of 16 and 21. Skilled public health nurses and midwifes can issue prescription and insert all contraceptive methods.
• Norway’s strategy on sexual health 2017-2022 “Talk About It!” acknowledges the importance of CSE from an early age. Schools, health clinics and youth health services provide information and education.
Sexual orientation
• The right to equality and non-discrimination is an established principle in anti-discrimination laws and ethical guidelines for health professionals.
• The strategy "Talk About It!" emphasises that sexual health also includes sexual orientation and gender identity. Health services should be provided in a non-discriminatory way without heteronormative nor discriminatory assumptions.
• Under the Act on change of legal gender of 17 June 2016 no. 46, people over the age of 16 have the right to change their recorded gender in the National Population Register (legal gender). The Act entered into force 1 July 2016.
• Since 1 July 2016 people who want to change their legal gender, are no longer required to undergo medical treatment. Persons who experience that their gender identity differs from the sex given at birth, have the right to change their legal gender.
• Persons over the age of 16 can apply to change their legal gender without parental consent. Children between the age between six.
