Actualizing and Sustaining the Promise of ICPD and the 2030 Agenda for Sustainable Development in the Lives of Every Filipino
Commitment description:The Philippines is proud of the significant milestones it has achieved in pursuing the objectives of the ICPD and the 2030 Agenda for Sustainable Development in the country. The socio-economic as well as the reproductive health conditions of Filipinos improved through our enabling policies on responsible parenthood, reproductive health, and just recently, the universal health care law. To sustainably actualize the ICPD and the 2030 Agenda for Sustainable Development in the lives of each Filipino, we commit as a country to:
1. Fully implement our responsible and reproductive health care and the universal health care laws with emphasis on drastically reducing unmet need for modern family planning, adolescent pregnancy and HIV/AIDS infections.
2. Accelerate integrated effort to reach and optimize the demographic dividend for the country through scaling up of maternal and infant health programs in the first one thousand days of life;
3. Reduce poverty to 14% in 2022 through the intensified implementation of the 0-to-10-point socio-economic agenda of the Duterte Administration; and
4. Increase investments and cooperation for reproductive health care and other interventions needed to accelerate the goals of ICPD and the 2030 Agenda for Sustainable Development.
Modes of engagement:
- Budgetary and financialPH investment for population and reproductive health interventions has increased from USD 364.12 million in 2014 to USD 819.87 million in 2018. We shall endeavor to sustain adequate level of allocation with an annual 8% increment up to 2022.
- Change or creation of legislationThe country shall pursue the legislation of a national policy on the prevention of adolescent pregnancy and the mandatory establishment of local population and development offices to ensure localization of ICPD goals and objectives.
- Policy and guidanceThe Responsible Parenthood and Reproductive Health Law and the Universal Health Care Law shall be fully implemented to ensure universal access of all Filipinos to reproductive health care and services including family planning information & services.
- Programmatic actionIn the next 3 years, PH shall vigorously implement and strengthen the National Program on Population and Family Planning, the comprehensive sexuality education, and population and development strategies (e.g. support GCM, human capital development).
(1) Intensify our efforts for the full, effective and accelerated implementation and funding of the ICPD Programme of Action, Key Actions for the Further Implementation of the Programme of Action of the ICPD, the outcomes of its reviews, and Agenda 2030 for Sustainable Development.
