1. Expand the primary healthcare system by absorbing over 50 000 community health workers into the public health system.
2. Expedite the expansion of the Ideal Clinic Programme during the 2019-2021 MTEF period.
3. Improve the quality of primary healthcare services through expansion of the Ideal Clinic Programme, over the 2019-2021 MTEF period.
4. Have 90% of South Africans covered by NHI by 2030.
