The San José Commitments to accelerate the fulfilment of the rights of People of African Descent in Latin America and the Caribbean

Commitment description:

1. Increase our efforts to achieve progress in the region in guaranteeing and protecting the rights and dignity of people of African descent in their diversity, for the full enjoyment of their economic, social, cultural, civil, political and environmental rights, and to therefore overcome structural inequalities. Within this framework, promote possible constitutional reforms that recognize the historical presence of Afro-populations, develop the necessary laws to end racial discrimination and guarantee access to justice and the application of non-discriminatory justice.

2. Continue to promote norms, programmes and actions within the framework of the Programme of Activities of the International Decade for People of African Descent that ensure recognition, justice and development as central axes of the Decade, taking into account the intersection with other inequalities (gender, age, disability, sexual diversity, among others).

3. Provide effective protection of the rights of people of African descent, making visible the intersectionality of vulnerabilities affecting them, reinforcing the application of affirmative action measures; as well as policies aimed at the eradication of racism and racial discrimination and ensuring the necessary institutional mechanisms in areas of human rights to guarantee an effective exercise of human rights, equality and non-discrimination.

4. Promote and strengthen national and local plans and measures that promote the inclusion of people of African descent, as well as actions related to the 2030 Agenda for Sustainable Development and the Montevideo Consensus, in which should be considered the particular demographic and sociocultural dynamics of Afro-descendant peoples and communities.
