Palestine and the Nairobi Summit: "25 years on from the International Conference on Population and Development"
Commitment description:The Palestinian people have lived for more than 52 years under an Israeli colonial occupation which continues to practice widespread and systematic racist policies, depriving them of their rights as guaranteed by international law, including the right to self-determination and to return. Our people are subject to collective punishment, murder, arbitrary detention, forced displacement, home demolition, land confiscation, and usurpation of natural resources, whilst being prevented from accessing services such as education, work and healthcare, all of which hinders implementation of the sustainable development goals and priorities agreed upon in the Cairo Summit. It is therefore not possible to improve the position of the Palestinian people without putting an end to the Israeli occupation. Undertakings of the Palestinian State: Access to sexual and reproductive health in the context of comprehensive health coverage -The State of Palestine undertakes to adopt a digital filing system in health facilities by 2022. -Integrate sexual and reproductive health services into the national health system, and provide pre-pregnancy care in 80% of primary healthcare facilities by 2021. -Create a special division within the Health Ministry to provide healthcare for teenagers by 2023. Reduce the number of deaths, diseases and life-threatening complications among mothers. -Care for pregnant women and women in childbirth to ensure that 85% of women receive care by 2022. -Lower the rate of caesarean deliveries in public sector facilities to 20% by 2030. -Supply necessities for family planning up to 10% [sic] by 2022: -Increase financial allocations to supply family planning services and equipment to USD 500,000 if possible. -Improve resource management and logistics, and the distribution of family planning services and equipment among marginalised groups. Integrate sex education programmes into all schools by 2030: -Review the concepts of reproductive health and sexual culture within curricula. -Train teachers. -Develop a teenage health guide. -Build on demographic diversity to stimulate economic growth and achieve sustainable development. -Gather, analyse and categorise data for planning and programme development purposes via conducting a census every 10 years. -Develop the statistical system. Put an end to gender-based violence and provide high-quality multi-sector services to prevent gender-based violence by 2030: -Issue a law to protect the family against violence and raise the age of marriage to 18 years by 2020. -Update the National Strategy to Combat Violence
(1) Intensify our efforts for the full, effective and accelerated implementation and funding of the ICPD Programme of Action, Key Actions for the Further Implementation of the Programme of Action of the ICPD, the outcomes of its reviews, and Agenda 2030 for Sustainable Development.
