The Montevideo Consensus as a road map for the Principles of the Cairo Programme of Action

Uruguay reiterates its commitment to the Principles of the Cairo Plan of Action, in particular the Montevideo Consensus and its Operational Guide as a road map to guide the policies of the countries in the region. As such, we adopt the accelerators agreed upon in the Puebla Commitments, highlighting the importance of the agreements of our region in defence of the Cairo Programme of Action, in a context where expressions contrary to its principles are increasing. We are making great progress in terms of legislation and public policies on matters relating to population and the development of people throughout their life, understanding that the Cairo principles and a human rights approach are essential for the fulfilment of the 2030 Agenda for Sustainable Development. Our commitment is focused on ensuring the implementation of the Montevideo Consensus and its Operational Guide, in its entirety, leaving no one behind, by addressing all the forms of injustice and inequality that characterize the problems in the region. Protect and ensure the conditions for the full exercise of human rights, paying special attention to sexual and reproductive rights, ensure comprehensive sexuality education programmes, guarantee universal coverage of high-quality health and sexual and reproductive health services, including access to safe abortion, with a gender and generational equality perspective. We have learned important lessons in the coordination between the different stakeholders committed to this agenda, and we highlight the significant role of civil society in the progress made in promoting the rights of broad sectors of the population, such as women, the LGBTI population, people of African descent, indigenous peoples, people with disabilities and children, adolescents and young people, in all their diversity. Defending these achievements and avoiding setbacks is an unwavering ethical commitment.
