Ending Unmet Need for Family Planning, Preventable Maternal Death, and Violence and Harmful Practices Against Women and Girls in Indonesia
Commitment description:In the past twenty five years of ICPD PoA, Indonesia has done several measures. Some regulations, policies, and strategies on reproductive health and family planning, and prevention of GBV and harmful practices are in place. Indonesia also established a universal health coverage including reproductive health and family planning services. Commitment on those issues has been included in the long-term and five years mid-terms national development plans.
Some progress have been made such as the use of modern contraceptive reached 57.2%, and the age specific fertility rate of girls aged 15-19 years decreased to 36 per 1,000 women. The number of skilled birth attendance reached to current level at 90%.
Despite progress, Indonesia is still facing some challenges such as high unmet need for family planning (10.6%), high maternal mortality ratio, and high rate of GBV and harmful practices. One in three women experience violence in their lifetime. One in every nine girls is married before the age of 18.
In order to fulfil and accelerate the ICPD promises, more specifically to address three transformative results : ending unmet need for family planning, ending preventable maternal death, and ending GB and harmful practices, the Government of Indonesia is dedicated together to do the following commitment:
1.Developing synchronised policies, strategies, standardised quality of human resources and services to all, including women and girls so that no one is left behind;
2.Building budget commitment including integrated cost implementation plan of sub national government to adapt and implement the national policies and strategies;
3.Creating some innovations, including coordinated efforts, integrated data and approaches to overcome structural, social and cultural barriers.
To conclude, Indonesia stands ready to explore new areas of cooperation among countries and partners to accelerate the ICPD Promise in the context of SDGs.
Modes of engagement:
- Budgetary and financial- Increase national and sub-national budget to support the ICPD PoA especially for ending unmet need for family planning, preventable maternal death, and GBV and harmful practices. - Improve public-private partnership.
- Change or creation of legislation- Revision of marriage law by increasing the age of first marriage at least 19 years for both boys and girls. - Endorsement of anti-sexual violence law.
- Policy and guidance- Family planning, reproductive health, and maternal health services under UHC. - Strategic formulation and campaign against GBV and harmful practices. - Community participation to achieve three zeros.
- Programmatic action- Expanding the implementation of integrated right-based family planning and maternal health services. - 100% expecting mothers getting standardised ANC and skilled birth attendance. - Eliminating FGM practice.
(1) Intensify our efforts for the full, effective and accelerated implementation and funding of the ICPD Programme of Action, Key Actions for the Further Implementation of the Programme of Action of the ICPD, the outcomes of its reviews, and Agenda 2030 for Sustainable Development.
